The embassies say it themselves.

They ask for a reservation. Several of them tell you in writing not to buy the ticket until the visa is in your passport.

And the rule they are all working from. The Schengen Visa Code lists what a tourist application may be asked for under travel arrangements: “confirmation of the booking of an organised trip or any other appropriate document indicating the envisaged travel plans”. A purchased ticket appears nowhere in it.
